Acknowledges Dr. Smith's role as principal founder of the Medical Committee for Human Rights, the medical arm of the Civil Rights movement, and his work exposing racist practices within the American Medical Association

Recognizes Dr. Smith as a Civil Rights activist and pioneer who participated in Mississippi's Freedom Summer, demonstrations in Selma and Chicago, and helped establish the National Neighborhood Health Center Movement that serves over 17 million Americans

Notes Dr. Smith's achievement as the first African-American physician to serve as chief of staff at a major tertiary level hospital in Jackson, Mississippi, and his work as a recognized leader in diabetes diagnosis and treatment

Directs the Legislature to provide copies of the resolution to Dr. Smith and members of the Capitol Press Corps
