Suspends Joint Rules deadlines, including all provisions of Joint Rule No. 40, to allow drafting, introduction, consideration, and passage of a comprehensive workforce and employment security bill.

Reenacts sections of Mississippi Code relating to the Comprehensive Workforce Training and Education Consolidation Act of 2004, Employment Security Law, and the Department of Employment Security.

Reenacts provisions governing unemployment compensation funds, benefits payment, TANF implementation, child support services, and newly hired employee reporting requirements.

Reenacts sections related to the Mississippi Advantage Jobs Act, Major Economic Impact Act, and Growth and Prosperity Act, plus requirements for annual workforce investment reports to the legislature.

Repeals the repeal date in Section 60, Chapter 572, Laws of 2004, and deletes the repealer on weekly unemployment compensation benefit provisions to make those statutes permanent.
