Extends the 2010 regular legislative session by 30 days from the final day of the 90-calendar-day session under Mississippi Constitution Section 36.

Authorizes the House and Senate to adjourn for more than three days and requires reconvening at 1:00 p.m. on Tuesday, April 20, 2010.

Suspends Joint Rule 40 deadlines to allow continued consideration, filing, and adoption of conference reports on appropriation bills and House Bill 1059 after normal deadline expiration.

Amends Joint Rule 40 for the 2010 regular session only, establishing new deadlines for general bill and constitutional amendment conference reports between March 27-31, 2010 (82nd-86th days).

Declares the Legislature's intention to pass a balanced budget within the extended timeframe regardless of federal Medicaid assistance percentage (FMAP) extension status from Congress.
