Acknowledges the 40th anniversary of the Gibbs-Green Memorial Observance commemorating Phillip Lafayette Gibbs and James Earl Green, who were killed during the Jackson State College tragedy on May 14-15, 1970.

Recognizes the context of 1970 campus protests against the Vietnam War, Cambodia invasion, and social issues, including the preceding Kent State University shooting on May 4, 1970.

Documents the events of May 14-15, 1970, when police and National Guard fired more than 460 rounds into Alexander Center dormitory at Jackson State College, killing two students and injuring 12 others.

Notes that J.R. Lynch Street was subsequently closed to through traffic in honor of Mississippi Congressman J.R. Lynch, and Gibbs-Green Plaza and Monument were constructed as permanent memorials to the slain students.

Directs copies of the resolution to be furnished to Jackson State University President Dr. Ronald Mason and the Capitol Press Corps.
