Suspends Joint Rule No. 40 deadlines to allow drafting, introduction, consideration and passage of legislation regarding the Old School for the Blind property in Jackson, Mississippi

Authorizes the Department of Finance and Administration to sell, convey, or lease the state-owned Old School for the Blind property with proceeds deposited into a special fund for the State Board of Education

Requires the Department of Finance and Administration to negotiate developer agreements for construction of a new superintendent residence and building maintenance facility on the property

Retains state rights to repurchase the property, terminate any lease, and retain all mineral rights to the property sold or leased

Authorizes the Mississippi Transportation Commission to sell state-owned real property in Jackson and Hinds County in connection with the Old School for the Blind property transaction, and amends Mississippi Code sections 27-33-17 and 27-33-19 accordingly
