Creates a 10-member study committee on Mississippi's tax system with 5 members appointed by the House Speaker and 5 by the Lieutenant Governor, including the chairs of House Ways and Means and Senate Finance committees.

Committee must report findings and recommendations to the Legislature during the 2011 Regular Legislative Session in the form of recommended legislation.

Committee shall study state tax imposition and exemptions across all tax types including sales taxes, income taxes, privilege taxes, fuel taxes, and state-local tax relationships.

Appointments must be made within 30 days after sine die adjournment of the 2010 Regular Session, with the committee organizing within 15 days thereafter by selecting a chair and vice chair from its membership.

Committee members receive per diem compensation under Section 25-3-69 and reimbursement for mileage and expenses from contingent funds of their respective houses, except no compensation is paid while the Legislature is in session.
