Commends the Mississippi Lions' All-State Band for outstanding musicianship and cultural excellence representing the state.

Recognizes the band's 60th anniversary in 2009 and its 26th international marching championship win at the Lions' International Convention in Minneapolis, Minnesota on July 7, 2009.

Acknowledges the band's achievement of winning five consecutive international championships from 2003 to 2007, the only all-state band to accomplish this feat.

Honors the band's founders and directors, including Roy Martin (founder in 1949) and current direction by Jeff Cannon and Mickey Mangum, for developing elite musicians who obtain college scholarships.

Extends congratulations to the band members and wishes for continued success in promoting Mississippi's cultural heritage and tourism.
