Affirms that Mississippi's people retain sovereignty over all powers not delegated to the federal government under the Tenth Amendment to the U.S. Constitution.

Directs the Mississippi Legislature to send notice to the federal government demanding cessation of activities outside constitutionally delegated powers.

Establishes a joint conference committee to recommend legislation nullifying specific federal laws and regulations deemed outside federal constitutional authority.

Requires the committee to communicate the resolution to all other state legislatures and assure them of Mississippi's continued friendship and support for union on enumerated constitutional purposes.

Directs copies of the resolution be sent to the President, congressional leadership, Mississippi's congressional delegation, and the Capitol Press Corps.
