Commends Subramanian Swaminathan, an instructor at Delta State University, for his volunteer service providing Geographical Information Systems (GIS) mapping support in Haiti (January 2010), Chile (February-March 2010), and American Samoa (October 2009) following earthquakes and tsunami.

Recognizes Swaminathan's emergency response work in Mississippi, including volunteer GIS support at the State Emergency Operations Center during Hurricane Gustav in 2008 and at the Bolivar County Emergency Operations Center in 2007-2008.

Acknowledges Swaminathan's role as instructor teaching Geographic Information Systems, Cartography, and Applied Geospatial Technologies at Delta State University, plus his organization of technical GIS workshops and training for students and the public.

Notes Swaminathan's background including a bachelor's degree in computer science from the University of Madras, India (2001) and a master's degree from Arizona State University (2004).
