Creates a 12-member House Study Committee on Crime and Corrections appointed by the Speaker of the House, with required representation from the Poverty, Judiciary "B", and Corrections committees.

Committee shall make recommendations to the House at the 2011 Regular Session to facilitate efficient operation of the Department of Corrections and examine the state's present and long-term correctional needs.

Committee may examine all aspects of Department of Corrections operations and review proposed correctional facility contracts at least 30 days before contract execution or renewal, with the department providing contracts 45 days in advance upon request.

Committee members and staff may conduct announced or unannounced inspections of Department of Corrections facilities at any time and may request assistance from the Department of Public Safety and State Auditor.

Committee members receive per diem and travel expenses from the House contingent expense fund with Management Committee approval, but no expenses are paid for meetings held during legislative sessions; committee dissolves after submitting recommendations to the House at the 2011 Regular Session.
