Amends House Rule 11A to require majority approval of the House membership before the Chief of Staff of House employees, Assistant Clerk, Deputy Clerk, or Clerk's Assistant may serve in those capacities.

Allows persons serving in these positions on the date of adoption to continue serving until the required House vote on approval occurs.

Establishes that the Management Committee shall hire persons for approved positions with approval of the Speaker, except positions described in subsection (8)(c) which require majority House membership approval.

Amends House Rule 14 to clarify the Clerk's duties and specify that control of House employees is subject to provisions in Rule 11A regarding majority approval requirements.

Amendments take effect immediately upon adoption of the resolution by the House of Representatives.
