Commends Gary Matthews, Executive Director of the Tishomingo County Development Foundation, for being named one of the "Ten Persons Who Made a Difference in the South" in 2009 by Southern Business and Development magazine.

Recognizes Matthews for securing approximately 1,000 new jobs in Tishomingo County in 2009, including a major ATK plant expansion deal representing 650 jobs and $175 million in investment.

Acknowledges Matthews' 35+ years of experience in economic and community development, including creation of over 11,000 jobs in Mississippi and recognition as national "Dealmaker of the Year" in 2000.

Notes that Tishomingo County ranked in the top ten counties for new and expanded industrial projects four of six years under Matthews' direction and was rated number one in the South for communities under 22,000 population in 2009.

Directs distribution of the resolution to Matthews, the Tishomingo County Development Foundation, and members of the Capitol Press Corps.
