Commemorates the life, service, accomplishments and legacy of the Honorable Charles W. (Charlie) Capps, Jr., former State Representative for House District 28, who passed away on December 25, 2009.

Capps served in the Mississippi House of Representatives for 33 years after his election in 1971 and was known as "Mr. Chairman" for his leadership of the House Appropriations Committee until his retirement in 2005.

Capps was a decorated World War II Army veteran, former Sheriff of Bolivar County, and businessman whose name became synonymous with Delta State University and the City of Cleveland.

Capps held numerous civic leadership positions including President of the Cleveland-Bolivar County Chamber of Commerce, Delta Council, and Delta Area Council of Boy Scouts, for which he received the Silver Beaver Award.

Expresses the deepest sympathy of the Mississippi Legislature to Capps' family, including his three children and eight grandchildren, and directs that copies of the resolution be furnished to his family and the Capitol Press Corps.
