Requests the President of the United States nominate Vernon R. (Randy) Kelley, III to the Tennessee Valley Authority Board of Directors.

Recognizes Kelley's nearly four decades of service to Northeast Mississippi, including his role as executive director of the Three Rivers Planning and Development District since 1976.

Highlights his achievements including recruitment of a Toyota manufacturing plant, overseeing workforce development programs, facilitating free college tuition for high school graduates, and growing TRPDD's budget from $105,000 in 1976 to over $186 million in fiscal year 2009.

Notes his extensive work with TVA on economic development, power, and wastewater projects, and his numerous awards including J. Roy Fogle Leadership Award, ARC Federal Co-Chair Award, and 2008 NADO President's Award.

Directs copies of the resolution be sent to the President of the United States, Mr. Kelley, and members of the Capitol Press Corps.
