Prohibits bullying or harassing behavior in public schools, defined as patterns of gestures, written, electronic or verbal communications, or physical acts that take place on school property, school-sponsored functions, or school buses and either place students or employees in fear of harm or create a hostile environment that substantially interferes with educational performance.

Requires school employees who witness or have reliable information about bullying or harassing behavior to report the incident to appropriate school officials; students and volunteers are encouraged but not required to report such incidents.

Prohibits reprisal or retaliation against victims, witnesses, or persons with reliable information about bullying or harassing incidents.

Requires all local school districts to adopt policies by December 31, 2010 that prohibit bullying and harassing behavior and establish procedures for reporting, investigating, and addressing such conduct, including recognition of students' fundamental right to reasonable self-defense actions against threatening behavior.

Takes effect July 1, 2010.
