Enhances penalties for false identification creation or use by illegal aliens to a felony with fines of at least $10,000 and up to 10 years imprisonment.

Creates new felony crime of transporting or harboring illegal aliens knowing or with reckless disregard of their unlawful status, punishable by at least 1 year imprisonment or $1,000 fine.

Authorizes Commissioner of Public Safety to enter into Section 287(g) agreements with federal government for state law enforcement to perform immigration enforcement functions.

Requires law enforcement to verify citizenship and immigration status of arrested persons within 48 hours and notify Department of Homeland Security if person is unlawfully present.

Prohibits any state or local government entity from restricting sharing of immigration status information with federal agencies and provides private right of action for writ of mandamus to compel compliance.
