Amends Mississippi Code Section 33-15-17 to authorize the mayor of a municipality to proclaim a local emergency, in addition to the existing authority of the governing body or county.

Requires the municipal governing body to review the need for continuing a locally-proclaimed emergency at its first regular meeting following the mayor's proclamation, or at a special meeting called for that purpose.

Maintains the requirement that the governing body review the need for continuing a local emergency at least every 30 days until the emergency is terminated.

Preserves the governing body's authority to promulgate orders and regulations during a local emergency, including curfews in designated areas to preserve public order and safety.

Takes effect July 1, 2010.
