Establishes the Uniform Emergency Volunteer Healthcare Practitioners Act, allowing healthcare practitioners licensed in other states to provide volunteer services in Mississippi during declared emergencies without obtaining a Mississippi license

Creates a registration system through the State Department of Health to verify volunteer healthcare practitioners' credentials, licensure status, and good standing before they provide emergency services

Provides liability protections for volunteer healthcare practitioners, shielding them from civil damages unless their conduct demonstrates reckless disregard for patient life or health

Requires volunteer practitioners to work within their scope of practice and prohibits compensation; allows the Department of Health to limit practice duration, geographic areas, and types of practitioners during emergencies

Amends 18 existing Mississippi licensing statutes (covering physicians, nurses, pharmacists, dentists, veterinarians, and other healthcare providers) to explicitly permit licensed volunteers from other states to practice during emergency declarations
