Prohibits counties and municipalities from designating a local holiday in lieu of Veterans Day (November 11), while allowing them to substitute other legal holidays.

Requires all public schools in Mississippi to conduct exercises honoring Armistice (Veterans) Day at 11 a.m. on November 11.

Mandates school superintendents arrange for uniformed military personnel, uniformed veterans, or families of fallen military personnel to participate in Veterans Day school exercises.

Authorizes school bands and directors to perform at Veterans Day exercises upon request of public officials or veterans associations without penalty to students or loss of leave for staff.

Takes effect July 1, 2010.
