Creates new misdemeanor offense for selling, producing, manufacturing, or possessing with intent to distribute any substance falsely represented as a controlled substance.

Penalty for violation is imprisonment in county jail for up to one year, a fine of up to $1,000, or both.

Exempts law enforcement officers acting within their employment duties, medical practitioners, pharmacists, and other authorized persons from the prohibition.

Takes effect July 1, 2010.
