Adds commercial photographic film processors and computer repair technicians to the list of persons required to report suspected child abuse or neglect to the Department of Human Services.

Requires oral reports to be made immediately by telephone or in person, followed by written reports to the Department of Human Services, which must then refer cases to the youth court intake unit.

Mandates the Department of Human Services immediately notify law enforcement and the appropriate prosecutor within 48 hours for cases involving sexual abuse, severe physical abuse, or felony-level abuse.

Protects the identity of the reporter from disclosure except to law enforcement and prosecutors, or by court order if testimony is material to judicial proceedings.

Establishes penalties of up to $5,000 in fines and/or up to one year in jail for willfully violating reporting requirements, effective July 1, 2010.
