Excludes from jury master lists the names of any person who has been permanently excused from jury service pursuant to Section 13-5-23(4).

Allows persons excluded from jury service to request reinstatement to the master list after one (1) year through the circuit clerk.

Amends jury selection procedures to pass over names of persons permanently excused from jury service without interrupting the selection sequence.

Applies to both initial compilation of master lists and random selection of prospective jurors for jury wheels.

Effective date: July 1, 2010.
