Authorizes the issuance of $3,500,000 in general obligation bonds by the State of Mississippi for repairs, renovations, and improvements to Duncan Park Golf Course in Natchez.

Creates a special fund within the State Treasury designated the "2010 Duncan Park Golf Course Repair, Renovation and Improvement Fund" to be managed by the State Treasurer, with unexpended amounts and interest earnings retained in the fund.

Grants the State Bond Commission authority to determine bond terms including interest rates (not exceeding statutory limits), maturity dates (up to 25 years), and sale methods, with all bonds backed by the full faith and credit of Mississippi.

Prohibits bond issuance after July 1, 2014, and requires funds remaining after project completion to be applied toward bond debt service.

Exempts issued bonds and their income from all Mississippi state taxation and designates them as legal investments for trustees, fiduciaries, and financial institutions.
