Raises the threshold amount for private contracts requiring a contractor to hold a certificate of responsibility from an unspecified amount to Fifty Thousand Dollars ($50,000.00)

Authorizes the State Board of Contractors to impose community service for a specified number of hours in addition to, or in lieu of, civil penalties for violations of contractor licensing requirements

Requires nonresident contractors submitting bids on public projects to attach a copy of their home state's current law regarding treatment of nonresident contractors, with rejection of any bid that fails to include this documentation

Clarifies that bid envelopes for projects exceeding $50,000 on public or private projects must display the contractor's current certificate number or a statement indicating the bid does not exceed the $50,000 threshold

Takes effect July 1, 2010
