Allow the State Board of Contractors to conduct regular meetings through teleconference or video conferencing in accordance with Section 25-41-5, in addition to in-person meetings at its offices in the state capital.

Authorize the board to issue certificates of responsibility at any time during a calendar year as prescribed by board rules and regulations, rather than limiting issuance to scheduled meeting dates.

Permit the board to administer oral examinations to applicants unable to take written examinations for certificates of responsibility.

Require certificate holders to provide written disclosure to owners or contracting parties at contract signing indicating whether they carry general liability insurance, with the disclosure in boldfaced type larger than other contract text.

Effective July 1, 2010.
