Amends Section 83-64-1 of Mississippi Code to extend the repealer date for health discount plan requirements from July 1, 2014 (underlined in original text, indicating the change).

Requires health discount plans to clearly state in bold and prominent type that the plan is not insurance in all advertisements and documents.

Mandates that discounts be specifically authorized by contract with each provider, and that sellers provide consumers with a complete list of participating providers and available discounts in their local area.

Requires sellers to disclose the plan administrator's name, address, and telephone number, and to provide consumers a 30-day cancellation period with full refund of payments (except nominal processing fees).

Excludes Medicaid Division and pharmaceutical manufacturer discount cards from these requirements, and prohibits rebates and discounts from applying to pharmaceutical manufacturers.
