Reenacts the Mississippi Telephone Solicitation Act (sections 77-3-701 through 77-3-735) to regulate telemarketing calls to residential consumers in the state.

Requires telephone solicitors to purchase a "no-calls" database from the Mississippi Public Service Commission and prohibits solicitation calls to consumers who have registered their objection, with limited exceptions for established business relationships and charitable organizations.

Mandates telephone solicitors register with the Public Service Commission before conducting solicitations and establish clear announcements of caller identity, company name, and call purpose; restricts calls to 8:00 a.m. to 8:00 p.m. Central Standard Time and prohibits Sunday calls.

Authorizes the Public Service Commission to investigate violations, issue cease-and-desist orders, and assess civil penalties up to $5,000 per violation, with all penalties deposited into a special fund for administering the act.

Extends the repeal date of the Telephone Solicitation Act from the previous date to July 1, 2014, with the act taking effect July 1, 2010.
