Amends Section 37-16-3 of Mississippi Code to require that uniform basic skills tests be administered in a manner that preserves the integrity and validity of the assessment

Requires school superintendents to annually certify to the State Department of Education that each student completed required basic skills tests in a valid test administration

Maintains existing requirements for the State Department of Education to establish minimum performance standards in reading, writing, and mathematics with State Board of Education approval

Continues requirement for make-up tests when students have excused or unexcused absences

Effective date of July 1, 2010
