Create a 13-member Health Insurance Exchange Study Committee composed of representatives from insurance companies, health underwriters, business associations, legislators, Medicaid, and the Commissioner of Insurance.

Committee shall conduct an extensive study of federally-proposed health insurance exchanges, including carrier participation, eligible populations, compliance with ERISA/HIPAA/COBRA laws, agent roles, regulatory costs, and analysis of other states' experiences.

Committee must analyze Mississippi's uninsured population by category (high-income uninsured, those refusing group coverage, government program-eligible non-enrollees, and those below poverty level) and their emergency room utilization patterns.

Committee shall submit findings and recommendations to the Governor and Legislature by December 1, 2010 for consideration during the 2011 Regular Session.

Committee provisions automatically repeal on July 1, 2011.
