Amends Section 29-3-41 of the Mississippi Code to clarify that local school boards may reject all bids for hunting and fishing rights on Sixteenth Section school land classified as forest land, or accept the highest and best bid, or hold an auction among those who submitted bids in response to the advertisement

Requires that if the board holds an auction, the opening bid must be set at the highest bid received in response to the original advertisement

Preserves the right of the most recent holder of hunting and fishing rights to match the highest bid—whether from the advertisement process or from the auction—and extend its lease for the advertised term

Allows the board, if no acceptable bid is received, to lease the land by private contract within 90 days for an amount greater than the highest previously rejected bid

Effective date of July 1, 2010; sponsored by Senators Hopson and Jordan during the 2010 Regular Session and passed the Senate
