Authorizes the State Board of Education to contract with a private provider for the total operation of the Mississippi Virtual Public School Program, with oversight by the State Department of Education.

Changes program evaluation requirements from annual to every three years, assessing academic, fiscal, and operational performance.

Maintains that the Mississippi Virtual Public School must be recognized as a public school with equitable treatment and resources as other public schools in Mississippi.

Requires all teachers in the program to meet Mississippi licensure qualifications and allows students from anywhere in the state to enroll free of charge.

Takes effect July 1, 2010.
