Establishes maximum annual salary supplements of $8,300 for district attorneys, $6,000 for legal assistants, and $5,000 for criminal investigators, paid monthly in addition to existing state salaries.

Permits supplemental salaries to be funded from office-generated funds, county or municipal funds, federal funds, private foundation grants, or interlocal cooperative agreements.

Requires district attorneys to report the amount and source of supplemental salaries to county boards of supervisors (which must record in minutes) and to the Department of Finance and Administration, with information made available to the Legislative Budget Office.

Allows supplemental funds to be paid from district attorney accounts, transferred to the Department of Finance and Administration, or transferred to individual counties, with disbursement matching procedures for state-funded positions.

Effectiveness contingent upon approval under the Voting Rights Act of 1965.
