Establishes a uniform credit rate of $25 per day against fines for each day of confinement when a convict is unable to work or when the county/municipality cannot provide work

Allows municipal convicts who fail to pay fines and costs to work on streets or public works and receive credit toward their fines at the rate specified in Section 99-19-20

Requires judges to set credit rates for work performed on public property at no lower than the highest current federal minimum wage

Limits imprisonment for nonpayment of fines to no more than one day for each $25 of the fine imposed

Ensures that combined imprisonment for fine nonpayment plus the original sentence cannot exceed the maximum authorized term of imprisonment for the offense
