Establishes an Office of Shared Services (OSS) within the Department of Finance and Administration to operate as a central business office providing accounting, human resources, payroll, travel, and purchasing services to all state agencies beginning July 1, 2010.

Requires the OSS to develop a business case and implementation plan by July 1, 2010, with a phased transition of agency services beginning July 1, 2011, and complete transition no later than July 1, 2014.

Authorizes the OSS to charge fees to state agencies sufficient to cover direct and indirect costs of providing shared services, with approval from the Department of Finance and Administration's Executive Director.

Exempts OSS employees and transferred agency staff from state service requirements until July 1, 2014, at which time they will convert to state service membership.

Requires the OSS to report to the Legislature during the 2011 Regular Session on establishment costs, projected savings, implementation plans, and recommendations for consolidating shared information technology, procurement, and contracting functions across state agencies.
