Revises entrance requirements for GED programs to require students be at least one full grade level behind their ninth grade cohort or have earned less than four Carnegie units (previously unspecified).

Requires GED students to have parental approval and be certified eligible by the school district superintendent based on established criteria.

Establishes testing requirements: students enrolled in subject area courses through January 31 on traditional schedules must take subject area tests; students on block schedules enrolled through October 31 or March 31 must take subject area tests.

Requires individual career plans for all GED students addressing academic needs, job readiness, and work experience options.

Takes effect July 1, 2010.
