Removes authority of State Board of Education and State Department of Education to regulate school bus transportation routes, allowing local school districts to independently establish routes.

Repeals sections 37-41-17 and 37-41-19 that established state standards for school district transportation plans.

Establishes minimum contract standards for private student transportation, requiring contracts to specify bus routes, costs, insurance requirements, and compliance with state bus standards and driver certification requirements.

Requires school districts to provide bus route information to the State Department of Education upon request during student transfer appeals involving transportation distance disputes.

Effective July 1, 2010.
