Authorizes the Department of Finance and Administration to lease approximately 214 acres of real property located on the Columbia Training School campus in Columbia, Marion County, with revenue deposited into the State General Fund.

Amends Mississippi Code Section 43-27-39 to cease operation of Columbia Training School as a secure training facility for juvenile delinquents, requiring all adjudicated youth to be housed at Oakley Training School instead.

Authorizes the Department of Finance and Administration to donate and convey real property on Bailey Avenue in Jackson to the Jackson Medical Mall Foundation, with the state retaining all mineral rights to the donated property.

Requires Oakley Training School to provide gender-specific treatment for all youth adjudicated as delinquent, regardless of gender.
