Increases the Board on Law Enforcement Officer Standards and Training from eleven to thirteen members.

Governor appoints six members from specified categories: two chiefs of police (one from municipality under 5,000 population), one sheriff, one district attorney, one higher education representative with degree in corrections/criminal justice/public administration, and one nonsupervisory law enforcement officer.

Seven ex officio members include the Attorney General, Director of Mississippi Highway Safety Patrol, and presidents of the Mississippi Municipal Association, Association of Supervisors, Constable Association, Campus Law Enforcement Officers Association, and Sheriffs' Association (or their designees).

Requires Governor to fill board vacancies within sixty days; members missing three consecutive meetings are subject to removal by the Governor.

Effective July 1, 2010.
