Prohibits smoking in enclosed indoor public facilities and within 100 feet of outdoor public facilities during organized athletic events for persons under 18 years of age.

Requires facility supervisors to use reasonable efforts to prevent smoking through posting signs, removing violators, and designating separate smoking areas away from activity fields.

Establishes civil penalties: first violation results in a warning, second violation incurs a $75 fine, and subsequent violations incur fines up to $150.

Violations are classified as civil penalties triable in justice court or municipal court, enforced by all state law enforcement officers and agencies.

Takes effect July 1, 2010.
