Extends the Joint Legislative Study Committee on improving Mississippi's mental health system, requiring a final report by January 2011 instead of December 2009.

Adds four new examination topics for the committee: service disparities between community mental health regions, long-term financing options, organizational structure of the community mental health system, and other related matters.

Committee composition remains ten members: two cochairmen (House and Senate committee chairs), two appropriations committee chairs (or designees), three senators appointed by the Lieutenant Governor, and three representatives appointed by the Speaker.

Members may receive per diem and expenses only when specifically authorized by the Senate Rules Committee or House Management Committee, and not during regular legislative sessions unless in concurrent recess or special session recess.

Committee dissolves upon submission of its final report to the Legislature.
