Amends Section 83-64-1 of Mississippi Code to delete the automatic repealer on health discount plan regulations.

Defines "health discount plan" as a card, program, or arrangement offering discounts on health care services that is not insurance.

Requires health discount plan sellers to clearly state in bold type that the plan is not insurance, provide contracts with participating providers, disclose administrator contact information, and maintain current provider lists with available discounts.

Gives consumers the right to cancel health discount plans within 30 days of purchase and receive a full refund minus a nominal processing fee within 30 days of cancellation.

Authorizes the Commissioner of Insurance to adopt regulations establishing additional requirements to prevent unfair or deceptive practices, and exempts Medicaid Division and pharmaceutical manufacturer discount cards from these provisions; effective July 1, 2010.
