Directs the State Fiscal Officer to transfer $79,000,000 to the Budget Contingency Fund during fiscal year 2010 from the Health Care Expendable Fund ($69,000,000), Public Service Commission ($5,000,000), and Department of Education Mississippi Adequate Education Program ($5,000,000).

Requires distribution of the $79,000,000 from the Budget Contingency Fund to 31 agencies and programs including district attorneys, State Tax Commission, universities, mental health, corrections, and other state departments to restore budget cuts made during FY2010.

Authorizes transfer of an additional $1,700,000 from Drug Court Fund and Youth Court Support Fund to the Budget Contingency Fund for distribution to Supreme Court ($567,300), Court of Appeals ($203,700), and trial judges ($929,000).

Transfers $1,000,000 from the Department of Education's Mississippi Adequate Education Program to the School District Emergency Assistance Fund, with restrictions on expenditures for school districts under state emergency until an interim conservator is appointed.

Prohibits the Department of Public Safety from transferring funds between its Crime Laboratory, Highway Safety Patrol Division, and Bureau of Narcotics budgets, and requires $2,000,000 of Mental Health Department funds be used for Medicaid matching grants to community mental health centers.
