Clarifies that a "professional bail agent" must be licensed under the chapter, excluding unlicensed individuals who act as personal sureties without compensation.

Prohibits spouses and relatives (parents, grandparents, children, siblings, aunts, uncles) of law enforcement officials and judicial officials from writing bonds in the county where their relative serves; violation results in license revocation.

Requires applicants to submit fingerprints for criminal history background checks at both state and federal levels beginning July 1, 2011, with fees paid by the applicant.

Adds impersonating a bail agent without a license as grounds for license revocation and establishes criminal penalties of up to $5,000 fine and one year imprisonment for impersonating a bail agent while attempting to arrest or detain a person.

Effective July 1, 2010.
