Authorizes the State and School Employees Health Insurance Management Board to assess active full-time employees up to $20.00 per month toward health insurance premiums if deemed necessary.

Applies the $20.00 monthly employee assessment cap to state agencies, local school districts, colleges, universities, community/junior colleges, and public libraries.

Maintains state coverage of 100% of health insurance costs for employees initially hired before January 1, 2006, and 100% of basic coverage for those hired on or after that date, except for amounts assessed under this bill.

Takes effect July 1, 2010, with provisions establishing different implementation timelines based on when Section 25-11-143 becomes effective.

Sunsets on July 1, 2012, unless extended by the legislature.
