Authorizes the State and School Employees' Health Insurance Management Board to impose a premium surcharge on retired employees who are under Medicare eligibility age and were initially employed before January 1, 2006, if the board determines retiree premiums adversely affect the overall cost of the plan to the state.

Caps the initial premium surcharge for pre-2006 retirees at 30%, with annual increases limited to no more than 15% per year, until the surcharge equals the actuarially determined full cost of coverage.

Allows the board to impose a premium surcharge on retired employees initially employed on or after January 1, 2006, at the full actuarially determined cost of insurance with no phase-in limitation.

Maintains that the state provides 100% of health insurance costs for active full-time employees hired before January 1, 2006, and 100% of a basic level of coverage for those hired on or after that date, with employees paying for additional benefits.

Includes a repeal date of July 1, 2012, and an effective date of July 1, 2010.
