Amends Mississippi Code Section 11-27-1 to prohibit exercise of eminent domain for private development, private purposes, tax revenue enhancement, or transfer to private entities, public-private partnerships, or businesses.

Restricts eminent domain use to "public use" only, with just compensation required to property owners.

Exempts from the prohibition: drainage and levee facilities, roads and bridges, flood control projects, seawalls, dams, toll roads, public airports, ports, harbors, and public utility infrastructure for telephone, gas, electricity, water, sewer, and similar services.

Exempts from the prohibition: removal of public nuisances, demolition of structures unfit for habitation, acquisition of abandoned property, and elimination of direct threats to public health or safety.

Exempts from the prohibition: exercise of eminent domain for projects and Tier One suppliers as defined in Section 57-75-5 prior to the act's effective date.
