Amends Section 25-61-17 of the Mississippi Code of 1972 to require the Secretary of the Mississippi Senate and Clerk of the House of Representatives to maintain recordings or transcripts of floor debate beginning with the 2011 Regular Session.

Floor debate records must be maintained in appropriate format and made available to the public under the state's open records law provisions.

Does not restrict the Legislature's existing right to determine its own procedural rules and regulate access to other legislative records.

Takes effect July 1, 2010.
