Amends Section 63-11-30 of the Mississippi Code to allow house arrest at a treatment facility or inpatient treatment at an alcohol and drug rehabilitation center to count as confinement for second DUI offense convictions.

Permits imprisonment or confinement for second DUI offenses to be satisfied through house arrest at a private or public entity or inpatient alcohol and drug rehabilitation treatment as an alternative to traditional jail time.

Maintains all other existing DUI penalties including fines, driver's license suspension, community service, and mandatory alcohol safety education programs for second offenders.

Takes effect July 1, 2010.
