Amends Section 37-7-203 of the Mississippi Code to revise municipal separate school district board composition in municipalities with mayor-council government and population exceeding 100,000 (based on 2000 census).

Establishes that boards in qualifying municipalities shall have the same number of members as the total number of wards in the municipality, with one member appointed from each ward for five-year terms staggered so one member's term expires annually.

Applies two versions of the statute depending on when federal Voting Rights Act preclearance provisions are effectuated, with the second version adding specific majority vote and runoff election requirements for certain districts.

Effective date is July 1, 2010.
