Beginning July 1, 2014, the State Board for Community and Junior Colleges shall establish a central business office to administer payroll, accounting, accounts receivable and accounts payable services for all community and junior college districts in Mississippi.

The State Board for Community and Junior Colleges shall prepare and distribute all payroll checks and electronic funds transfers for instructional and noninstructional employees, with local districts transferring their share of local supplement funds monthly to the central office.

Beginning July 1, 2014, the State Board for Community and Junior Colleges becomes the purchasing agent for all community and junior college districts, consolidating purchases of perishables, food, commodities, equipment, supplies, utilities and transportation vehicles through a centralized office.

Annual savings from consolidating payroll and purchasing functions shall be certified by the Legislative Budget Office and appropriated by the Legislature for support of the community and junior college system.

The Executive Director of the Department of Finance and Administration may consolidate these business and purchasing offices into the Department of Finance and Administration with gubernatorial approval, with transferred employees remaining non-state service members for two years.
